Each lecture will trace the history of the policy and assess it against social policy principles such as horizontal equity, vertical equity, gender equity, intergenerational equity, affirmative action, simplicity and transparency, efficiency, fiscal responsibility, social acceptability and, most importantly, that it enhances the quality of the service to which it is addressed. The lecture will end with a discussion of the current operation of the policy.
